POLICIES AND GUIDELINES
CONDUCT IN THE LIBRARY
Responsible conduct must be always observed in the library.
Upon entry into the library, all library patrons are expected to observe the rule of silence and respect the rights of others to study in a quiet environment.
Causing any disturbance or engaging in a behavior, which interferes with normal use of the library including (but not limited to) verbal abuse, threats of violence, offensive sexual behavior, noise, sleeping, and the use of cellular telephones in study areas are not permitted inside the library.
Consumption of food and drinks are not allowed inside the library. KIRN personnel wishing to eat within the library may do so in private offices or in nonpublic areas.
Drinks are allowed in spill-proof containers only. Ex. Tumbler (No bottled drinks)
It is the responsibility of the Librarians to enforce this rule and as such is authorized to request students and other patrons who engage in disruptive and inappropriate behaviors to leave the library.
CONTROL POLICIES
Student identification card is required every time he/she enters the library.
Library patrons are asked to bring in with them their bags. However, upon exit, library patrons are required to open and show the contents of their bags, books, folders, and other kinds of receptacle to the Circulation In-Charge for inspection. This is a standard operating procedure in an open stack system.
CIRCULATION POLICIES
All library materials to be checked out should be charged out at the circulation counter by presenting a current school identification card. The school ID is valid only for the semester the student has enrolled in classes. Borrowing privileges are automatically lost when a student withdraws from school. Books are checked out only to the person to whom the school ID is issued.
Borrowing by proxy is not allowed. Each borrower is held responsible for all the materials checked out on his name.
Library materials that are checked out are subject to recall upon expiration of the loan period or at any time if needed for class use.
Students with overdue books or overdue accounts will not be allowed to borrow until the accounts are settled and the overdue books are renewed or checked in.
Faculty members should return books and other materials borrowed from the library first before they are allowed to borrow books that they need for the next semester.
SELECTION OF LIBRARY RESOURCES
The library keeps abreast of current materials in subject areas relevant to the curriculum to assist in the identification of materials that require updating. Selection of materials to be added to the library collection will depend upon its potential use.
Policies:
1. Ultimate responsibility for the selection of library resources rests with the KIRN Director who operates in accordance with the University’s strategic directions and based on the functions/responsibilities as stipulated in the Manual for Administrators. All the library staff who possess the necessary qualifications, training and experience share this responsibility.
2. The KIRN Director supervises the selection process and ensures that the deans, associate deans, program coordinators, faculty-library committee representatives, and students are involved in the selection of library holdings.
3. Selected library holdings have to undergo the process of evaluation before procurement.
4. Selection is an ongoing process that includes removing materials that are no longer used or needed; adding materials and replacing lost and worn-out materials that still have educational value.
5. Tools used in the selection may include evaluation of review copies from publishing companies, publishers’ promotional materials, reviews from reputable sources, and library catalogues.
6. Selected library resources are evaluated by the selectors, verified by the acquisition librarian using bibliographic information and evaluation standards, and recommended by the KIRN Director for purchase.
LENDING PERIODS
Students may check out a maximum of three books in the different subject areas from the General Circulation for overnight loan and must be checked in the following morning not later than 9:00 AM. For Fiction books, a maximum of two may be checked out for a period of two weeks.
Graduate School students may check out a maximum of six (6) books for a period of two weeks.
Faculty members may check out a maximum of two titles per subject taught from the General Circulation and must be returned after two months. However, when not in demand, it may be renewed after a week.
RENEWALS
Faculty, students and other qualified borrowers may renew books, which are not overdue, have not been recalled being placed on reserve, or have not been placed on hold for other borrowers.
Books may be renewed within two months when presented at the circulation desk from which they were checked out. A book may be renewed once only to give others the opportunity to borrow the book.
RETURNS
Borrowers of library materials are responsible for returning them to the Circulation Desk on the date indicated on the due date card. The library is not responsible for notifying borrowers of overdue materials.
RESERVE POLICIES
Materials placed On Reserve by faculty members for student use may not be checked out of the library. Reserved books may be used for two (2) hours by students. Renewal is allowed if there is no demand by another user.
Reference materials are normally not to be taken out of the library, however, if needed for classroom teaching, these materials may be checked out before class and must be checked in immediately after use on the same day. Theses and dissertations are to be used inside the library only. However, photocopying is generally permitted only to the following portions:

A week prior to the final examination schedule, all books are considered On Reserve and may not be checked out of the library.
USE OF LAPTOP COMPUTERS
Laptop computers may be used in the library. However, charging is strictly prohibited, and these must be checked by the Circulation In-Charge upon exit.
POLICIES ON OVERDUE, LOST OR DAMAGED BOOKS
Fines are charged for late return of all loans. If library items are not returned by their due date, other users are inconvenienced. To discourage this, the Library charges fines. A fine of Php1.00 per hour is charged for late return of borrowed non-fiction books after 9:00 am and Php 1.00 per day for fiction books. Faculty and students with outstanding fines on their record will not be allowed to borrow until these are cleared. Students in their final year will not be able to graduate until all amounts overdue to the library have been cleared. Borrowers are responsible for protecting any library material in their possession against damage or loss.
LOST BOOK MUST BE REPORTED to the Librarians at once to avoid charging of overdue fines. Exact replacement copy of the lost or damaged book is preferred. If replacement of lost material is impossible, the borrower is charged an amount equivalent to the current price value of the said material plus one hundred pesos (P100.00) to cover handling and processing cost.
If a book was damaged beyond repair while checked out to the borrower, the borrower is assessed the replacement cost based on current price value and the processing fee. If the book can be repaired, only the cost of repair will be charged to the borrower.
Any damage on returned books or periodicals is charged to the last borrower. Borrowers are therefore warned to inspect the library materials they check out before leaving the circulation counter.
If the reported lost book is found prior to replacement or payment, only the usual overdue fine is charged.
STEALING OR MUTILATION of any library material is punishable. Anyone found guilty of stealing and mutilating any library material will be liable to grave disciplinary action as stipulated in the SPUP student handbook.
POLICIES FOR LIBRARY VISITORS/INTERLIBRARY USERS
The Library strives to provide all users with a welcoming and safe environment that promotes learning. To ensure fostering of such an environment, all users are required to comply with the library policies. The Library welcomes visitors—patrons who are not affiliated with St. Paul University Philippines provided they comply with established policies.
Visitors may use the library facilities upon presentation of a valid ID and a certification from their respective library directors/head. Visitors are also charged a fee at the Circulation Counter. They are not allowed however, to borrow books for home use.
